As of March 31, 2025, the Balaram Expansion OCP project is ongoing.

MCL has planned for setting-up of a deshaling plant/washery at Balaram OCP in Hingula Area.

The comments of MCL on the draft Feasibility Report for setting-up of deshaling plant/washery at Balaram OCP has already been submitted to CMPDI and the final Feasibility Report is expected from CMPDI in April 2025. After competent approval of the Feasibility Report, tendering process for setting-up of deshaling plant/washery will be initiated.

Hingula New CHP Link and SILO project
The Hingula New CHP Link and SILO project aims to transport coal from Hingula OCP by pipe conveyor to a SILO arrangement at Balram Siding in the Hingula area. The connection between Pipeline and the Silo is under progress and expected to be commissioned by 31.12.2025.

Hingula Area is effectively a state-controlled asset. It is directly owned by Mahanadi Coalfields Limited (MCL), which is a Miniratna Company domiciled in India and limited by shares. MCL is a 100% subsidiary of Coal India Limited (CIL), in turn, CIL is controlled by the Government of India through a 63.13% stake, with the remainder held by a mix of institutional and retail investors.

Summary:

The Hingula deposit lies in the Talcher Coalfield (Odisha) and belongs to the Permian Gondwana sequence, with thick coal seams of the Barakar Formation. The seams occur at comparatively shallow depths, with aggregate geological resources exceeding 700 million tonnes. Most of the coal is thermal (Grades D–G), approximately equivalent to Grade G12 under the current classification.

Within the Hingula block there are about 11–19 workable seams (depending on the sector), with thicknesses ranging from 0.3 m up to 22–32 m. The seams belong to the Barakar Formation (the lower part of the Gondwana sequence), overlain by sediments of the Talcher Formation. Most seams have gentle to moderate dips, with an average dip of roughly 20–40°. From Seam II-D through Seam IX there are substantial coal horizons; one seam attains a maximum thickness of approximately 31.5 m. This indicates the presence of relatively “young,” thick thermal-coal seams typical of the central part of the Talcher Coalfield.

In the mines of the Hingula Area, the names of the seams are: Talcher IIC, Talcher II(D+E), Talcher IIIC, Talcher IIID, Talcher IIIE, Talcher IIIAC, Talcher IVA, Talcher IVB, Talcher VA, Talcher V B, Talcher VIB, Talcher VII, Talcher VIII, Local II.

Summary:

Hingula OC and Balram OC mines have a Coal Handling Plants (CHP), which are not in use, because more than 95% of total coal production is done through blast-less, environment-friendly Surface Miner technology. CHP at the Balram OC mine is not operated since 2020.

Action is being taken for renovation of CHPs and introduction of truck loading system of coal to road sale trucks to avoid pay loader loading, and for deployment of Mobile Crushers at stockpiles.

MCL has planned for setting-up of a deshaling plant/washery, 15 Mtpa, at Balaram OCP in Hingula Area.
