SnapshotThe Skyline mine is one of the largest coal producers in Utah. It is a primary source of coal for the Huntington Power Plant and the Intermountain Power Project.

Skyline Mine produces high-BTU, low-sulfur coal and is served by both rail and truck, enabling access to domestic and export markets.

In 2025, the Bureau of Land Management completed the Final EIS for the Skyline Mine leasing actions covering two components: (1) the Little Eccles Lease by Application (LBA; UTU-92226) and (2) the Flat Canyon Lease Modification Application (LMA; UTU-77114), which would expand the existing lease area and add recoverable federal coal.

In August 2025, the Final EIS was finalized and noticed in the Federal Register, followed by a Record of Decision. Interior/BLM described this as the first expedited coal leasing action under the One Big Beautiful Bill Act.

For the LBA component, BLM scheduled a competitive sealed-bid lease sale for the Little Eccles tract on October 1, 2025.

Summary:

The Skyline mine lies at a high elevation in the northern end of the Wasatch Plateau coalfield.

Based on geologic data the most viable coal seam in the Skyline mine is the lower O’Connor A seam. The lower O’Connor A seam has an average seam height of 14.3 feet in the Lease Modification Application (LMA) and an average seam height of 12.7 feet in the Lease by Application (LBA).
